Typically in this state the UPS has lost AC power, and the battery has drained completely. All services are disabled.
Troubleshooting

Typically if you find your UPS in this state the AC power cord has become unplugged from the wall outlet. To restore services, simply plug the UPS back into the wall outlet. If the AC power cord is plugged into an outlet and the status lights do not change you may have lost power to the outlet. You can check for a tripped GFCI breaker, a tripped circuit breaker or blown fuse in your electrical panel. You can also run an extension cord from a known working outlet to power the UPS and restore your services. It is recommended that you then call an electrician to fix the issue with your outlet.

It is also possible that the UPS has become damaged, in this case a technician will need to be dispatched to replace or repair the UPS unit.
